Impact of E-Participation on the Implementation of Developmental Local Government with Specific Reference to the Vhembe District Municipality: Limpopo Province

Abstract

This study investigated the role of e-participation in promoting developmental local government within the Vhembe District Municipality (VDM) in South Africa. The research focused on evaluating community awareness, accessibility, utilisation of digital platforms, clarity of policy frameworks, institutional support, and the impact of e-participation on municipal decision-making. A convergent parallel mixed-method design was employed, combining quantitative and qualitative approaches. Data were gathered from municipal officials, community members, and relevant stakeholders across the four local municipalities using questionnaires, interviews, and focus group discussions. Quantitative data were analysed using IBM SPSS (version 28.0) with descriptive and inferential statistics, while qualitative data were examined through thematic analysis. The findings revealed that awareness of e-participation platforms was uneven, with many community members lacking sufficient understanding due to limited communication. Although digital platforms existed, access was constrained by poor internet connectivity, high data costs, limited device availability and low digital literacy. Use of these platforms was inconsistent and primarily reactive, focusing on specific issues rather than ongoing engagement. Policy frameworks guiding e-participation were unclear and poorly communicated, leading to weak institutional support. Additionally, the impact of e-participation on decision-making was limited, with inadequate feedback and responsiveness from officials reducing public trust. Despite these challenges, e-participation holds significant potential to enhance inclusivity, transparency, and citizen involvement in local governance. The study recommends improvements in communication strategies, digital accessibility, policy clarity, feedback mechanisms, and integration of e-participation into municipal governance processes to ensure meaningful and sustained participation.
