Abstract

Digital transformation has emerged as a critical strategy for improving the efficiency and effectiveness of municipal service delivery in local government institutions. In response to this need, the present research evaluates the efficacy of digital transformation in enhancing municipal service delivery within Thulamela Local Municipality. To support this transformation, the South African government has introduced policies aimed at digitalising public services across all spheres of governance. Among these efforts are e-government initiatives that provide citizens with online access to information and services through mobile phones, self-service kiosks, and web-based portals. By introducing these digital platforms, municipalities seek to deliver services that are faster, more accessible, and of higher quality to local communities. Guided by the Diffusion of Innovation Theory, the research examines the extent to which digital transformation strengthens municipal service provision. To achieve this objective, a mixed-methods research design was employed, integrating both quantitative and qualitative approaches to gather comprehensive data. Participants in the study included municipal officials, stakeholders, and residents from Thulamela Local Municipality. In selecting respondents, non-probability purposive sampling was applied to ensure that individuals with relevant knowledge and experience were included. Data were collected using questionnaires and interviews. Questionnaire data were analysed using IBM SPSS version 30.0 with results presented in graphical and tabular formats, including frequencies and percentages. Interview data were analysed thematically and presented in narrative form. The data collected were analysed to assess the impact of digital transformation on service delivery and identify the challenges and barriers to effective implementation. Through analysing the efficacy of digital transformation, this research aims to contribute to ongoing efforts to improve community-sector service delivery and operational efficiency in South Africa. The study reveals that digital transformation holds significant potential to improve municipal service delivery in Thulamela Local Municipality, as most respondents expressed confidence in its ability to enhance efficiency, accessibility, and responsiveness. However, the findings also indicate that the municipality is currently constrained by inadequate digital infrastructure, which limits the effective rollout of digital services. In addition to infrastructural challenges, the municipality faces shortages in both financial and human resources, making it difficult to implement and sustain digital transformation initiatives. Furthermore, limited digital skills and capacity among municipal officials hinder the effective utilisation of digital technologies for service delivery purposes. At the community level, low levels of digital literacy further restrict residents’ ability to access and benefit from available digital municipal services. Despite these challenges, the study demonstrates that the strategic adoption of online platforms, mobile applications, and improved digital communication systems could substantially enhance service delivery and strengthen interaction between the municipality and the community. Building on these findings, the study recommends that Thulamela Local Municipality prioritise investment in adequate digital infrastructure as a foundation for successful digital transformation. Equally important is the allocation of sufficient financial and human resources to support the planning, implementation, and sustainability of digital transformation programmes. To address capacity gaps within the municipality, targeted training initiatives should be introduced to enhance municipal officials’ digital skills and improve their ability to implement and manage digital service delivery systems. In response to low community digital literacy levels, the study further recommends the introduction of digital literacy programmes aimed at empowering residents to access and utilise digital municipal services effectively. Moreover, integrating digital transformation strategies into the Integrated Development Plan and broader municipal strategic frameworks is essential to ensure alignment with long-term development goals. Overall, the study proposes a coordinated and inclusive digital transformation approach that leverages technology to improve service delivery outcomes and deepen community engagement. .
