| dc.description.abstract | Rationalisation and redeployment of educators remain key policy mechanisms aimed at promoting equity and efficiency within South Africa’s public schooling system. However, their implications for the Culture of Learning and Teaching (COLT), particularly in high-performing schools, are not yet fully understood. This qualitative phenomenological study investigated the effects of rationalisation and redeployment on the culture of learning and teaching in Club 100 schools in Limpopo Province. Guided by Organisational Change Theory and Human Capital Theory, the study examined how policy implementation shapes school culture, learner performance, and educator morale. Data were generated through structured interviews with fifteen participants, comprising five club 100 school principals, five educators, two curriculum advisors and three parents, selected through purposive sampling. Thematic content analysis was employed to analyse the data. The findings revealed that rationalisation and redeployment often disrupt established school cultures, undermine instructional continuity, and negatively affect learner performance, particularly in gateway subjects. Although the policy is intended to promote equitable distribution of educators, rural schools remain disproportionately disadvantaged. Increased educator workload, emotional stress, and limited consultation further compromised human resource efficiency and staff morale. The study concludes that rationalisation and redeployment, as currently implemented, do not adequately balance efficiency, equity, and educational quality. It recommends a more human-centred approach to policy implementation that prioritises consultation, subject specialisation, and structured support mechanisms. The findings contribute to policy debates on educator deployment and offer practical insights for improving teaching and learning outcomes in South African public schools. | |
