The democratie government carne into existents with the right to education and the financial responsibility of the state. lt has been provided for by the South African Constitution Act 108 of 1996 that every person has a right to education and schools are expected to carry this responsibility and making sure that teaching and learning is taking place. In this regard, the costs of education in financial resource, human and capita! have to be bearded by the Department of Education. The Department has introduced no fee schools where learners in those schools do not pay any money for their education. The study uses both quantitative and qualitative techniques for data collection and analysis. Quantitative techniques were mostly used in that they provide the researcher with an understanding of the challenges facing the Department of Education in the provision of resources in public secondary school at Malamulele West Circuit. Purposive sampling method was used for the selection of sample for the study. The primary data used for analysis in this study. Primary data were obtained through interview schedule and questionnaires survey. Major findings pertaining to the research conducted: • The study found that 30 respondents constituting 60 percent of the total sample agreed with the statement that Department of Education was facing challenges regarding the provision of resources in public secondary schools. • The study found that the majority of respondents (52%) agreed that the state must have an obligation of providing all the resources needed for the South African school going citizen. • The finding of the study indicated that majority of respondents (50%) was agreed with the resources need to be accounted for as they benefit schools. • The study found that the majority of respondents (60%) was agreed with the equalities in the provision of such staff members is almost certainly associated with major inefficiencies in schools which serve poor communities. Recommendations following the research are: • The Department of Education should be encouraged to supply all recent materials regarding curriculum implementation in schools. • There should be enough teaching and learning resource support materials. The number of projects required from learners must be reduced. • Good positive support from the Department of Education is essential.
